Repainting decking and shed

My personal view is that you won't be able to effectively sand it - look at all the grooves!
You can perhaps put 'wet & forget' or similar on it, then jetwash, then if you want to repaint, try....but painting decking is something of a fools errand - it'll need doing again in a year or two!

For the shed, I'd just wipe/brush over so there's no debris, dirt, cobwebs or peeling paint, then just paint straight over again.
Your lower panels appear to be suffering as you don't have any guttering, so rain is running off the roof and splashing back from the decking and onto the shed. But regardless, just brush it over and paint.

Is it paint on the deck already? I jet wash and use a decking oil each year, paint just flakes and looks messy. No need for anti-slip if you clean it each year, it’s the algae that gets slippy.
Shed just give a stiff brush (or jetwash if you’re not fussed about some water getting in) the lower bits to get any loose stuff off and paint over the top.
