I can't see why not. But if that's the case, your next option is to back up all your files and then do a clean install via recovery.

That would be the only option I’d recommend. My upgrade to Catalina was a nightmare, to the level of having to hand edit the partition table on the Fusion Drive. Would have been miles quicker to Time Machine back to an external hard drive and reinstall..
