I notice the covers to the mechanism are missing on both sides on the black trim...

Yes, the roof is fully functional using the controls/buttons.
This fact has been validated by Piston Heads who photographed the car and subsequently did the write up on the car.
I hope this is helpful.
It also passed it's MOT yesterday and this will be added to the details today
