Sorry, the local authorities were always in charge of designating exceptions to 20mph limits, I am not sure what Ken Skates is actually trying to say that is different from the inception.

The 'temporary' 5p cut on the fuel tax as introduced in March 2022 by (then-Chancellor) Sunak will remain in place until March 2025, unless Starmer gets more money from the Just Stop Oil plutocrat Labour donor when he's PM. Was fuel duty not first frozen by a Conservative-led gov't in 2011?
After cancelling Brown's HS2 project, a nationwide programme of pothole repairs and road resurfacing projects was made possible and the initial tranche of £8.3 billion in reallocated funding has led to the first set of roads being resurfaced - Southport and Sunderland, £150 million already. The new ICE cars sales ban announced initially as 2030 was recently (;ast year, 2023) delayed by 5 years to start from 2035. We may yet see Starmer get himself covered in Not Zero glory despite u-turning on £28bn of greenblob 'funding'.

Following Tory laws imposed on local government to improve air quality. Starting in 1995 requiring reporting, 2010 air quality standards and 2017 NOx standards and the Environmental act 2021 which imposed penalties.And the 2015 Boris policy that created ULEZ...
