There is a marathon in Copenhagen today. Lots of roads have been closed off. Not that many drivers in Copenhagen seem to have noticed! But perhaps the sign isn’t big enough. Would you have seen it? Or would you have been doing the U turn of shame at the end of the road?

You would think but when I walked down the road (to the metro) there was a constant stream of cars driving past it and then onto where the road was blocked

Well, strictly speaking it’s just telling you it’s a dead end. It’s not telling you that you can’t drive past it.

But having marshalled running and cycling events, nothing about the public surprises me any more.

Correct. It’s not even ‘strictly speaking’, it just is - a no-through-road.
