Probably more like 85-90%. Reckon 85-90mph would have been typical back then.
Ford Anglia 105E was typical of that era: top speed 75mph (with 0-60mph in 23.4 secs). 70mph is 93% of top speed and highest practical cruising speed.

Only powerful, expensive cars like 6-cylinder Zephyrs managed 85mph. Cars were much less capable back in 1965, especially braking performance.

A good chance for those not old enough to remember how dire the majority of cars were back in the 70s let alone the 'unrestricted' 60s.

And that's the problem, define "suitable"...
...and as part of that definition, think also about the policies for rolling it out and enforcing it.

That's how we've ended up with the 'Blanket" 20mph in Wales. Setting the "Default" to 20mph has led to some significant unintended consequences.

Long stretches of clear road, where the limit is 20mph, at 02:00 is REALLY tedious.

With the variable speed limits, I don't see why this shouldn't happen. At very least, a modest rise to 85mph.

I've also suggested that for every reduction in limit (eg 20mph) it should be balanced out with raising the limit elsewhere, to maintain the overall average..

At the moment, it's a race to the bottom, with the dumbing down of everything.

It is intended to be tedious to deter you from driving.
