Unless I am very much mistaken, the plural of 'tomato' is 'tomatoes'.

Although they are usually reading from prepared text on a teleprompter and going off-piste, even if they mean to correct a grammatical error, could land them in bother later on when the rest of the sentence doesn't make sense.

I don't see how quoting the misuse of apostrophes on PH in this thread is of any interest. One need only look in any thread to find egregious examples of misuse. Let's go back to highlighting examples in signage or in print where the author really should have known better.

I find it highly amusing to see poorly placed apostrophes wherever they come from. Surely if you get a laugh out of it, it doesn't matter where they come from.

The sign is also pointless. If you are in a position to use the toilet, you are presently occupying the building which would make you one of the "occupant is" of the building.
