2. Once they go legitimately they will have to explain the points until they expire.
3. The past ban will all ways be available to the Traffic Commissioners and where Enhanced DBS / CRB is required - as relevant to Driving Occupational and/or Working with Children and Vulnerable Adults.

Probably a good thing for the rest of us then that he's off the road.The thing that cured me was having a decent car, now I know I can overtake the huge queue of traffic and the caravan at any time, I take way fewer risks. However, he clearly has no clue about driving so I'd agree with the folks who suggest some kind of advanced driving/speed awareness course. I also think that a ban would wake him up. The fact is, whether or not he's interested, in cars or driving to a certain standard, he owes it to other road users.

Re the OP, if I'm honest, I'd have started being uber anal about speed limits at 6 points let alone 9.
In my mid twenties, I picked up 11 points in the space of about 3 months. I spent 2 1/2 years not really driving like Miss Daisy's chauffeur, but making sure that I was never the quickest car on the motorway and being extra observant for plod when going for overtakes etc. The one worry that was always in the back of my mind was getting caught out on a set of traffic lights or something equally silly.
I have had a clean licence for the last 14 years or so, although I do have to attend a little driver awareness course later this month due to travelling ever so slightly too quickly through a specs zone on the M4
