Unless its the 2nd paragraph where they are proud to have worked to impact peoples lives. Cant argue with that, the 20mph speed limit has indeed impacted, probably a greater number of people than any other policy. Almost entirely negatively.

It was never about air quality, although that was thrown in as a sop to add reasons. It was always about discouraging use of the car and pushing reliance onto public transport, difficult outside the main cities.
Interesting they've now dropped the claim "safeguard the environment for future generations."

Quite how they see the public transport angle is still unclear to me given it simply doesnt have and can never have capacity to move everyone from place to place.
Which opens up other potential answers. Or just complete incompetence maybe?

Vehicle emissions are a major cause of NO2 levels by roads. Regular assessment has identified NO2 levels above the legal limit at several locations on the motorway and trunk road network. We must take action to reduce roadside pollution at these locations.

And as we see more hybrid vehicles, which are more capable of sustaining 20 mph than 30 mph, we'll continue to see improvements. Unless you're suggesting that year on year there's been a decrease in UK vehicle traffic?
