Apparently the cause is parametric roll. Excellent informative thread on ybw scuttlebutt about it.It's a problem becoming more prevalent due to ship design.

Obviously some will fairly be fair harmless, and just sink to the bottom with non-toxic replaceable cargo.
However a lot will contain plastics, foam, or worse pollutants. And I understand a lot remain as floating 'iceburgs' for years.
Nasty to hit one in a small-med size boat.

Just been granted permission to make the dock bigger too, removing 400,000t of rock from the back of the cutting and allowing bigger ships and more importantly, bigger topsides to fit in. And unlike Alang et al, a much more environmentally friendly way of dismantling ships
