So let's see, he gets stopped for no seat belt and whilst being dealt with makes off and is pursued for 8 miles and only stops because a stinger is waiting for him...
I'm not impressed either, I'd like to bet that his windscreen was smashed because he'd locked himself in and the police couldn't ensure he wouldn't be able to drive off again by taking the vehicle keys.
What the hell was he thinking to drive off in the middle of being dealt with in the first place?

Hmmmmm.
Well, there's always two sides to every story and we didn't see from the video how it all kicked off in the first place, but that was hardly a high speed pursuit and the way the two Police officers jump on the RR at the end certainly comes across very heavy handedly.
Sadly, I expect the investigation will conclude that the Police acted appropriately and they'll think they can get away with even more heavy handed tactics in the future.
Oh and it's one more reason not to go to Wales.

There is sooooooo much more to this I bet...
What probably happened was he got pulled, started arguing with the officers about why he shouldn't be given a seat belt ticket, they then started to point out his dodgy window tints and plate, he got angry and thought "fk em, I'm just going to drive off, what they going to do about it?".
He drove off and then ignored them trying to pull him again and only stopped when they had the stinger out, he then sat in the car with the engine running and doors locked, so they smashed the window.
Now that he has been issued several tickets and had his windows smashed he's trying to play the 'old, frail and disabled' card...
What probably happened was he got pulled, started arguing with the officers about why he shouldn't be given a seat belt ticket, they then started to point out his dodgy window tints and plate, he got angry and thought "fk em, I'm just going to drive off, what they going to do about it?".
He drove off and then ignored them trying to pull him again and only stopped when they had the stinger out, he then sat in the car with the engine running and doors locked, so they smashed the window.
Now that he has been issued several tickets and had his windows smashed he's trying to play the 'old, frail and disabled' card...
The speeds attained don't look like someone fleeing do they?
How many police chases have we seen on TV where the police have pulled back instead of pursuing the vehicle?
Not wearing a seatbelt, a non-conforming number plate, heavily tinted windows?
Couldn't they have just got the address of the registered keeper and if it was local send a car, possibly an unmarked one there to wait for the driver to get home?
The car does fit the stereotype of criminal or soccer player, but that doesn't excuse it.

That doesn't sound like it could be too far wide of the mark, but was he enough of a threat for them to immediately lay into his car with batons and cause all that damage? If it wasnt safe for him to drive maybe he should have his licence taken off him for medical grounds?
And he drove off on the police in his car that was illegal for use on the roads ,after arguing with them, possibly hitting one of them, led them on an 8 mile pursuit, stopped when he was going to get stingered and refused to open the doors or get out. Of course they smashed the windows to get him out, doesnt take a genius to work that one out.
And 15 whacks with a baton including running up and hitting the window to break it? Police need something better to break modern car windows with. saw that a few times when police are trying to break car windows.
