As others have said, go hybrid, ideally with something like 45C tyres, perhaps a minimum of 37C with clearance for mudguards. 1x is the usual configuration. A modern saddlebag would carry the stuff you needed (like this perhaps, but lots available https://www.tradeinn.com/bikeinn/en/columbus-saddl...

We have Whytes, so I'm biased in their favour, but they do ride beautifully, so if you're pushing the boat out maybe this one?

The Carnaby and Victoria models from Whyte are made for people with a shorter reach and longer legs BTW, so might be worth looking at too.

An old skool mountain bike with 'general purpose' tyres is another option.

A few hundred pounds might get you an excellent used bike, maybe get a spare pair of wheels with knobblies on for weekend excursions to the woods?

A 'modern' mountain bike with 1x drivetrain might be too low geared on tarmac IMHO.

Alternatively, I know people who've bought 'entry level' commuter e-bikes.
Don't knock it until you've been passed by one into a strong headwind...
Wouldn't be my choice, but it suits some people, on some commutes really well.

My personal choice for cycle paths and paved trails is an old cyclocross bike with a wide ratio cassette and two chain rings chosen to stay within what the rear derailleur can cope with. I enjoyed modding it and it cost about £200 altogether. It's 10 speed Shimano 105 on the back. Rim brakes are fine if fettled properly with new rubbers.

Comes down to a few choices like are you prepared to wield a spanner or buy the odd tool? Do you like drop bars? etc.

You could go full-retro shop bike if the route is flat!

Pannier rack and bags £50
Mudguards £10
Cycle computer £20

My commute is 10.5 miles and takes me about 50 minutes. Easily manageable. I carry a laptop, change of clothes, lock and anything else in the bags. I'm sure a more expensive bike would be a little better, but for the money, and your short commute, this would be ideal for you.

Just to add to this; I would get some decent lights and if I am using tow paths or on an unlit route, I find a helmet mounted light really useful to dodge the odd sleeping duck or other obstacle.

Ah yes I did forget my lights. Knog road set on clearence for £40, down from £140, apparently.

They're a real 700 lumen set so can actually see the road in the dark.
