Everyone* drives on pavements in order to park on them. Huge numbers do it daily, huge numbers actually keep their cars on or partially on pavements.
Rule 145. You MUST NOT drive on or over a pavement, footpath or bridleway except to gain lawful access to property, or in the case of an emergency.
There it is, in black and white with no ambiguity whatsoever.
Those who take the time to type out the laws regarding cyclists all break rule 145 themselves. Every one.
Me, I break rule 145 and thus do not complain about others breaking the rules.
Indeed it seems Pistonheads is a forum where people openly discuss breaking laws while carping about others who break laws to far lesser impact on others. Have you seen the thread on cutting down cameras?

That's insane. When I'm driving, watching just about everyone breaking rules and laws, what am I seeing?Are you seriously suggesting that drivers breaking laws is somehow a rare thing?
I'm not saying any of this bothers me. What does bother me is the epic dishonesty and hypocrisy whenever a conversation about it is attempted. I am bothered about the dishonesty, hypocrisy, bullst and sheer curmudgeoness in so many drivers, even here on forum that celebrates motoring.

Now I suggest you look up the location of KSIs between cars and pedestrians. Hint: your about ten times as likely to be hit by a car than a cyclist as a pedestrian on the pavement.
