England were nominated as the team to effectively represent and try to qualify for the Olympics on behalf of Team GB, as obviously Team GB as a football team do not exist outside of the Olympic games.
The qualification criteria was reaching the final of the Nations League, which they've failed to do (as it turns out, they needed to beat Scotland 7-0 to finish top of their group).
So we end up in the weird situation where effectively Scotland (or at least, the few players from Scotland who may have been subsequently selected in the Team GB squad) had it in their gift to give themselves a chance of reaching the Olympics, by allowing England to hammer them.

From the FIFA website, which doesn't seem to have been updated recently, already qualified teams for the Olympics are Brazil, Canada, Colombia, France, and USA.
Seven others are meant to be joining these.
Two from Australia, Japan, Korea DPR and Uzbekistan in a qualifying tournament to be played in February.
Two from Cameroon, Ghana, Morocco, Nigeria, South Africa, Tanzania, Tunisia and Zambia in a qualifying tournament to be played between February and April.
One from something called an OFC qualifying tournament which is to be played next February.
Then (the site says) two from the UEFA womens' nations league A group excluding France – but UEFA's site says that four teams have qualified from this, viz Netherlands, Spain, Germany and France.
I'm confused.
