But they don't have such a scheme because you / the other driver, were insured for the seats.

they will arrange an exchange but nowhere does it say the repalcement will be free

Your insurers paid you

Your insurers didn't check they would be paid

Your insurers are out of pocket because of their error

Your insurers are expecting you to foot the bill

I'd ask for confirmation from them, that you agreed to any of this, or understood your liability in the event of them not getting their cash

I'm guessing it might be in the small print somewhere, in which case, ask them to show you where and if it is, then pay up, otherwise tell them to go jump!

I had a similar thing a few years ago, insurance wouldn't pay out, I issued a small claims court action against
the driver for the costs, I assume driver passed it on to ins company as within about 3 weeks I got paid out in full
including costs.

You seem to have misunderstood the course of events here
