Vinyl or laminate?

Looking to replace my carpet in my bedroom with vinyl or laminate - removed the carpet and noticed there is a layer of insulation between the concrete (which can be easily removed)
Would it better to fit underlay then laminate so I can retain the sound deadening aspect between me and the apartment beneath ?

That's down to the wool content - my main carpet is 100% wool and has had beetle problems. But a different mix of materials would be OK so I wouldn't bin carpets just because of past experience.Is what you call insulation actually underlay? Can you leave it in place?

Go for a good quality laminate like Quickstep and use Wickes wood fibre underlay. You won’t have to worry about any imperfections in the subfloor then.
