I'm hoping that clip is not representative - that it's neutered to avoid sharing secrets.
The engine sounds naff, but partly because the revs are not rising quickly like we're used to - the throttle "blips" are naturally boing to be less fierce, because it's turbo not NA, but I think I'd expect the engine to react more quickly than that - but if they did a "full beans" job, would it not give potential info to competitors if they could read into the frequency of the sound for e.g inertia and / or power?
The long rev is also lame, but no F1 car will be geared that long - surely? Again, this makes things sound a bit naff, a bit like the CVT Williams from (2003?).
There is also the question of where it's recorded from - almost certainly a Dyno room, and normally we're listening to the exhaust directly, dynos often pipe the exhaust straight out. Might make the turbo / exhaust noise ratio different (I hope).

We don't know what a 2014+ engine is going to sound like from a static microphone. At best you can compare to on-boards but even that is in thin ice..
