Ok. What people can take out on a daily basis is set by your bank. They set what you can take out based on the following criteria.

1) How stingy they are.
2) Your credit rating.
3) How good you are at saving.
4) What your income is.
5) How good you are at paying off loans / credit cards.
Are you sure that's the only criteria?

Last time I asked NatWest on this, from memory (I ended up getting to a branch in the end) they said they could do a temporary increase on one of their cash machines, but not for me to withdraw at another bank's cash machine, as they also set the limits to help keep fraud under control and more pragmatically to help make sure that cash machines don't run out of cash too often! Obviously, a Norwegian in the UK would fall under the "other bank" heading.

Depends on the bank, I imagine Norweigan banks operate different policies to the banks here. Not sure why you're worrying about it though, just tell him you'll only accept full amount of cash, and if he doesn't have it send him on his way.

"Oh, you came all the way from Norway and don't have the money? Shame. Enjoy your trip."

Don't do it. Give him you bank sort code and acct number and get him to transfer the funds. When you see it there you can release the car. If he'd rather pay fx rates for a cash withdrawal than arrange a simple transfer he is either crazy or money laundering, in either case he should be avoided.
