Closure of Lendal Bridge in York
Discussion
Well it's not as if we couldn't have predicted this from the off.
A council run by a Dixons salesman and his band of student union political advisors was never going to be a good thing.
I'm glad that anyone fined illegally is getting their money back, but am sad that the impact on York will be felt and paid for by residents for quite some time.
When it comes to election time please remember this and if you can vote these incompetent clowns out.

According to BBC Look North this eveming - they claimed it was `an exclusive ` - every one of the 56,000 motorists fined for crossing the bridge will now be getting a full refund - I expect this will somehow cost more than the initial harvesting.

So even though they have the details of those who have paid, it will be up to them to claim when (or if) the council sort out a refund process. Appalling.Interestingly, I got the OH's appeal success (undefended) last week, so shan't be seeking a refund for the illegal fine. Hmm, should I invoice for time spent?

Fines now cancelled, but still taking numbers as they're looking to send them out if they get the legal greenlight.
I'm not sure they can do that. Time will tell.Complete farce from start to finish.

"A refund will be made in all other cases provided a request is made through the council application process."
But they provide no link or further information (funny that). So I've just emailed them and asked them to send me a cheque or pay the money to my bank account.
The irony is that the refund itself is almost certainly unlawful as the closure has yet to be held illegal and the fines are therefore still legally sound (if daft ) . York Council doesn't have legal power to give away £1m to the public because they wish this whole sorry episode had never happened. Be interesting to see what their external auditor makes of the whole sorry charade.

The closure hasn't been deemed illegal, however the fine shave been. As they used a camera to record the number plates and fine through that. There was an appeal, however with this 'goodwill' gesture they have also stopped the appeal and review into Lendal Bridge and only appealing with Coppergate.coppice said:

As has been said the closure was legal, the way they collected the fines was not. As I read it they are not giving away anything. They are returning peoples' money that they took illegally.
Given that latter point I'd love it if someone took JA, DM et all to court for attempted theft!
Moved house over the weekend so have only just found out the latest news.
I wrote back to them a couple of months ago saying I'd appealed and as I used the same post as they had it wasn't my fault they hadn't received my appeal - I have not had a reply, now I know why!
I do feel sorry for the residents of York (including my daughter and son in law) who have to pay for this fiasco.

I'm just one of the unfortunate people caught up in this fiasco. The day I was 'caught' they were 'catching' motorists at the average rate of 1 every 53 seconds.. for the whole period!!
When I pointed out that 70 guilty motorists an hour must prove their signage was crap, they threatened a higher penalty as they knew they were in the right. The official version now is that a refund would be a 'gesture of good will', not a legal responsibility. Tossers!!

On Wednesday evening I was walking over Lendal Bridge with my wife to visit a local restaurant to celebrate our Wedding Anniversary. As we approached the bridge from Station Rise we noticed the bridge was closed off to traffic but not pedestrians. We started to cross the bridge and became engulfed in a cloud of thick foil smelling smoke which was due to a workman burning the restrictions signage off the road with a red hot poker. The workman did not have any protective eyewear or ear defenders or mask. As we reached the other side of the bridge the same works we're continuing, again with the workman failing to wear any kind of protection. At no point could we see any signage advising pedestrians not to cross the bridge nor any cordoning off. As we entered the restaurant my wife began to feel nauseous saying she could taste the smoke. We could actually smell in on our skin. I for one would be interested to know what chemicals were being produced during this process to which we had inhaled. My wife could only manage to eat her starter as she became increasingly nauseated. I went out of the restaurant to ask the workman if I could have sight of his risk assessment and his response was that he didn't know what a risk assessment was. I went on to see his Supervisor who was also unaware of a risk assessment and method statement or the Health and Safety Executive. Being in the construction industry myself and having to always take account of the above Health ands. Safety procedures, I am totally appalled once again by the City of York Council's lack of adhering to procedures and following protocol, as they have done with the fines implemented to the motorists on Lendal Bridge. Does this mean, once again that the City of York Council create their own rules and regulations when it comes to pedestrain safety. I called into Radio York whilst they were covering the Lendal Bridge issue on Friday morning. they advised they would call me back but strangely did not !!!!
Might be worth getting in touch with The Press:

They don't appear to be afraid of upsetting YCC! The have published several articles about Lendal bridge mainly negative and anti YCC.

If you've been fined, or know someone who has, please be aware that you need to apply to get your money back from these contemptible thieves.

I claimed mine on the very first day.
Funny how they will only pay you by cheque (but they have my bank/card details because I paid on line). Always odd that I find. It's like paying the VAT or Tax man, you have to pay online but when it comes to paying you they insist on sending a cheque.
And of course you have to apply for the money they stole from you. That's like stealing someone's wallet then claiming it's okay because you'll give them it back, just so long as you ask, and you don't know that are making that offer either.
