For many reasons I just wouldn't.
1, it might not be your wall -Grief
2, even if it is chances are other side will have something to say - Grief
3, regardless of 1 or 2 they may copy and now a wall is supporting two roofs it was never designed for
4, you'd be building of an unknown quality of wall with no dpc etc
5, you could put too much stress on the wall and it collapse, any injury or damage will be on you. Without being rude the fact your thinking of bolting 4x2 on and going off that suggests maybe not the best thing to do.

If no part is less than 1m from the boundary he can build it from whatever he wants providing the floor area is less than 30m2
If it’s less than 1m then it must be substantially non combustible or have a floor area of less than 15m2.
