Yes, if under oath, it's theoretically possible, but it hasn't been exercised in living memory.

It is becoming quite a notable 'tell', I think.Not the place for a long debate, so I won't derail the thread too much and won't reply, but it's only fair to explain my thinking.
Speaking from experience in defence, engineering, energy, and O&G (from board level down), many big multinationals have similar inefficiency issues to the state. The big differences are: the state is willing to pick up the tab for a lot of costs; there are often only a couple of big players so competitiveness isn't that important; private sector gets to pick those areas where op cost vs profit margins are greatest; the city isn't always great and understanding the business they're buying shares in... There are all sorts of tunes you can play in a big Corp to mask productivity issues.
But also, it's the same pool of workers that move between private and state sector.
Where margins are small, I'll concede that efficiency is better becuase it simply has to be...but then these businesses are often simpler too.
