The russians I came across were what we would describe as 'import and export wheeler/dealers', The russian equivalent of Arthur Daley.

They would fly over as couples. The guy would buy up al sorts of stuff to ship back, the women would work the bars & expat clientele. When they'd made enough between them they'd clear off back to Russia.

Most came in via Sharjah and Ras al Khaimah were it seemed that tourist visa regs were a bit more lax.
In Abu Dhabi it seemed to be more Chinese from my occasional visits there.
They had a clearout in AD one year when Big Z was motoring along the Corniche and asked "Who are all these people, what are they doing here?"

Whether it be an American or European Project Manager or a South Asian labourer, all are expats by definition.
I never heard any of the above describe themselves as 'immigrants' only as transient workers employed on a temporary basis.
Perhaps you ought to broaden your horizons a little before spouting off on subjects about which you know nothing.

Long story short. Wife and I spent 1st wedding aniversary at Burj, back when the island projects were still only just starting construction. We didn't actually 'choose' Dubai, but rather, it was conveniently combined with visiting a mate who was living and working in Oman.They would fly over as couples. Anyway, all the big, thuggish looking blokes with pneumatically enhanced partners were, very obviously and unapolagetically Russian. It was the first time I'd seen Russian money - the sort that went on to be the scourge of just about every luxury resort on the planet. About 4 or 5 years later, another mate's family who'd moved to Cap d'Antibes were moving out of there, for that reason.

Expat means you're there temporarily, but its mostly associated with professional workers. A temporary non professional worker would more likely be called an immigrant even though they are also temporary/expat
Somone who moves permanently would be an immigrant no matter what profession or class.
