Perhaps I've misread, but I don't think the french have said the convoy was the maximum security level for prisoner transport just that it was increased.
In this case it may have been an additional van warrented by the increase security.
I'm fairly sure there's specialist police units in france for high risk prisoner transfer.

Not enough to defend against a suprise attack but dangerous enough that attackers can't take chances and have to pretty much kill everyone.
If they'd been unarmed they'd be alive.
(I know nothing about this topic so it sure how useful my opinion is... but this is the Internet. So....)

Yes looks a bit quiet on the general news for last 7 days. There was a Police chief on french TV yesterday basically saying hat there is a significant number of officers working on the investiagtion:I happened to drive through the toll gate on Thursday. There were still armed guards there.
