Cold lay asphalt is probably not the best for building a ramp. Over time it is likely to deform. Concrete may be an option, but will involve more work. Nothing wrong with cold lay for that, providing it is compacted to within an inch of its life.
If you are making it 2 or 3 foot long leading up to the garage, I would cut the first six inches or so and start the cold lay so that it is level with the existing and then ramp it up on top of existing.
