I need to build a ramp in to the garage to stop the front spoiler catching so was looking using some cold lay tarmac, has anyone used it for a similar use or will it break up with wheels needing a bit of traction to get in?

I have used the Wickes cold tarmac and the Ultra Crete cold tarmac for fixing potholes in a private road. I would recommend the latter as it is malleable and better quality although it is more expensive. It’s worth a shot

Cold lay asphalt is probably not the best for building a ramp. Over time it is likely to deform. Concrete may be an option, but will involve more work.

Nothing wrong with cold lay for that, providing it is compacted to within an inch of its life.

If you are making it 2 or 3 foot long leading up to the garage, I would cut the first six inches or so and start the cold lay so that it is level with the existing and then ramp it up on top of existing.

That sounds ok, how would I compact it, will I need to hire a wacker plate or can I do it a more manual way?

I might be using some tomorrow for some patching, funnily enough, the cheapo stuff is crap to use, try and warm it up beforehand if you can.
