It may not be directly blocking his driveway but as another poster said does it make it hard for them to get in or out?
As an example my parents have a fairly slim driveway so there is only 1 line you can take to get on or off it. The people that live opposite them have a visitor who comes and parks on the road in front of their house rather than on the empty 3 car drive!
With this car parked outside the neighbours house you can't get mine or my dads car on or off the drive. Last time I was there I was in the OHs Swift and even in that I had to do a 4 point turn over the curb/ pavement.
They have been told it causes a problem but seem to forget every time they come.
Doesn't matter if you are parked legally I feel if you are making life difficult for someone else then you should move that burden to yourself.

I had the same problem, the nextdoor neighbour would continually park up to the edge of my drive, making it difficult to drive off the drive as there's cars parked on the road opposite, one morning trying to get out, I had to do about six manouveres and get out,and exited the car twice, to look how close I was to their car.
No shouting or raised voices, but a nice quiet word with them sorted the problem.

I'm assuming sausages defrost, dogs get attracted by smell, little deposits left all over lawn.

I think we need a google map picture, with crudely drawn outlines done in paint, to show where cars are parked and what the neighbour is having problems with!

If he is not ex directory, just find his number and ring him (or put a note though the letterbox - [UNLIT please!]), inviting him for a nice cuppa and a chat to sort the problem out! - Then record everything!

Going on the threat the neighbour made I'm assuming where your sis parks makes it a bit tight or awkward to get on or off his drive and he is fed up of making the effort so is saying he has had enough and if he hits her car then so be it.

How about doing 2 mins of recon. get your sis to park where she is apparently causing a problem then you try driving on and off your neighbour's drive from both directions and see if it is made awkward at all.
If you can see how he might be inconvenienced then move your sister's car to somewhere suitable. If you can see no way it should bother him then just ignore him, he probably wont go out of his way to drive into her car on purpose.

Kill slowly and painfully, and make sure the body is never found... Oh, and kill anyone he's spoken to about it, and find the note. You don't need loose ends.

No he can safely exit turning left yet he claims he cannot get on his drive
