Without more clues I don't know and I'm not sure whether your Yes was Yes to it being in or out of the US!

Hawaii is a good call, the trees etc. look quite rain foresty although the rain forest bits of Hawaii aren't really where you would put government buildings.

Well if its only 'sort of' the US it's obviously not mainland US and we know its not Hawaii. So it's somewhere that has a US connection...

Puerto Rico comes to mind, never been there, don't know what it looks like.

US Virgin Islands is another option.

Then there's places like Guam or maybe another pacific island like that.
