The green painted Merc vans sound like the ones that escort the Nuke convoys and the Radioactive material convoys, they usually contain Marines.
They arent regular marines, either!GC8 said:

They arent regular marines, either! No they were tasked to guard oil rigs and off shore installations , now they they provide protection for nuclear weapons in support of mod police.
It's a different selection process to get into fleet protection group and there numbers are only about 500 compared to 7500ish in the regular marines.

Saw this convoy when driving to work in Plymouth the other day, as others have said its most likely to do with the transportation of nuclear waste. Especially when they refit nuclear submarines in Plym. Although seems odd, that the convoy was in day time, and i though most waste was transported by train.

Could possibly have been nuclear waste - but where the heck in the south-west they'd be taking in I've no idea (do we export it?). Each low-loader had two large rectangular loads covered in bright blue tarpaulins.MPH - sorry, didn't notice if the green vans had military plates.
