There seems to be little doubt that LA brought cheating to a new level. He also brought winning to a new level by such methods. He could, if he wished, reduce the length of his ban, as others have done, by cooperating but he has decided not to. So the life-time ban is something which he can control.
It is not a lifetime ban as such. It is probably a ten year ban in practice.
I don't think his charity work stands up under close scrutiny. Whilst many have benefited from Livestong, one of them is LA. I'm not suggesting anything illegal.

Is anyone else likely to buy? LA is after competing, if we believe what he is saying at the moment, so an 8-year ban is all but a lifetime ban. I would have thought, though, that if he did cooperate he would, at the very least, have a chance to negotiate a reduction as time went on. His actions, particularly his criticisms of the USDA, were bound to cost him if he didn't carry through with them.
However, I'm wondering if his refusal to testify under oath is more about the money. He will be asked questions which he can, up until a civil case, avoid. Even during a civil case he has some control of the content. Further, there's the US way with negotiating penalties. The USPS are claiming £30m but will, in all probability, settle for less, considerably less. However, if LA has put himself away on oath, the amount might well go up a bit.
I can't see it being personal. Tygart has won. Not only that, he's got kudos from it all after looking likely, at least to me, to be kicked out of his job. I would assume his lawyers will be telling LA what to do, what tactics to use, and what targets he could hit.
I think LA is concentrating on keeping as much money as he can. Given his $millions he's unlikely to be a pauper, even after his lawyers have been paid, but his personal fortune is going to take a massive hit. Tygart is the least of his ambitions.

Quite disgraceful - had the perfect opportunity to expose all the drug cheats festering away in Spanish sports. Hopefully somehow they can overturn the decision to destroy the blood bags.
