The pool of desperate enough poor kids is pretty large though.However the norm is it's elite athletes who take serious PEDs, or in the case of cycling it's most pros on the Euro circuit (this was the case a couple of years ago... I can't imagine much has changed).
What's very interesting is the number of amateur athletes who are apparently taking EPO and similar in competitive rides and sportives...

A slow change doesn't really warrant too much 'attention' now, does it? Couldn't I just glance across every now and then? 
Amateurs taking erythropoietin not supplied by team doctors or at least not following an orthodox boosting protocol set by experienced sports doctors is an extremely risky business. I would have thought analogous transfusions were far safer. Human recombinant EPO was synthesised '87 so it's possible the price has come down far enough for the well-off amateur. Altitude training would also be far safer, but less convenient for an amateur. Shows how desperate people are to maintain a competitive edge, and why PED usage will never be eradicated.

Its a throwback to the days when the mob ran construction-it marks where they buried the bodies. Different colours mark different types of hit:white for stool pigeons,green for cops, red for crooked politicians that got too greedy,etc. I though it maybe for the grading or depth or something?

They are profile boards, and they'll come with a "traveller" which is another T shaped stick you'd carry around with you.I though it maybe for the grading or depth or something?
Each board would be set at about 1m above the finished target level, so pick a spot and put the traveller down, get in a position where you can see 2 profiles in the background and bend down so that the 2 pre-set boards are level with each other.
This will put your eye at exactly 1m above the target level, and you'll be able to see what that is like compared to the traveller to see if you need to build the area up, or grade it down a bit more.
