No such thing as a warning, then? Or merely providing information as to what may or may not occur? You can interpret as you want. If you're stopped for a traffic offence, and the officer uses discretion but says, "you may receive 3 points and £100 penalty if you get caught doing this again", is that a threat? It's of the same intensity.
