I'm going off European practice Steve, seems to work OK there but it needs a "zipper" approach to the end of the lane. Something I think we in Britain are very bad at, (some euro's are as well)
One thing I would say is that from what I've seen, the Europeans tend to end the lane too soon after the hill, time is needed to sort yourself out on the flat.
Which lane? well! funnily enough I've seen both, sometimes it's been the slow lane, sometimes it's the fast lane (left or right hand drive countries). I suppose ending the crawler lane is safest providing there is still a hard shoulder.

Incidently Steve re post: I'm not suggesting that LGV's use the crawler lane only, just that it's a way of allowing lightly loaded trucks to overtake heavily loaded ones (in the crawler lane) safely. The pinch point would be in the truckers hands to merge into one.

And of course the french always have to stick their ore in where it ain't wanted.

To clear up the questions about limiters set at 85 kph.
This is absolutely nothing to do with tyres.
The reason is to meet the legislation requirement "that the vehicle will not exceed 90 kph"
