It could if it re-registered the car to itself. Some may have decided to do this if they have a lot of money tied up in unsold stock which still has unexpired VED from when they acquired them and which they can no longer pass on. It depends on whether one extra keeper will cost them more in sale value than the value of the unreclaimable VED. The makes and ages of the vehicles will determine whether this is the case.If you look at the DVLA blogs, there has been quite a bit of muttering in the trade (I suspect by smaller operators at the lower end of the market) that Swansea has been less than forthcoming in publicising all the nuances of the changeover.
