Why would you assume this happened in America?OP, so long as you report to a Police Station within 24 hours of the incident you've not committed an offence.

This is perhaps the most sensible post of the thread. Delivery driver probably saw it happen, called you a Master Bater, then promptly forgot about the issue.
You're perfectly OK not stopping. There are valid reasons not to. Such as not being able to, or being in fear of your safety if you did. But if you don't stop, you must report and you have 24 hours to do so.
I recently had a big argument with Hampshire Police over a deliberate hit and run, so I researched this. The other driver only became guilty of failure to stop 24 hours after the event when he had failed to report.
Unless there is personal injury though Hampshire Police do nothing, regardless of what ever else the circumstances. They have a matrix that states what they must do, based on certain reported criteria. In all cases it ends in the words "No action" or "Appropriate Police action". Seems they almost always interpret the latter as "No action".
