Council mower hit my car - on dash cam - what to do next?

If you watch the video again carefully, you will see that the mower hits the car after it has turned around and comes back, not on the first pass.
It is clear that the rear of the mower is at about the right level, and the car moves subtly, as you would expect for such a slight damage/contact.
At what time? It is clear that the rear of the mower is at about the right level, and the car moves subtly, as you would expect for such a slight damage/contact.
The car doesn't move, the telecoms pole and church provide excellent stationary reference objects in the video to show this
Additionally, the mower is clearly still on the other side of the gravel when it passes by the left side of the car on both occasions...
Looks like the two photos were taken at a different time and/or place. Photo one shows grass cuttings on the gravel, photo two has none. Photo two shows another vehicle reflected in the door, its nearside front wheel visible under the arrow, but in photo one there's a hedge on the nearside.

Oh what a bunch of really nice people the poor OP has encountered on PH.
Why?, because we all disagree with the OP about the guy on the mower causing the damage on his car?Or is it because some have criticised their decision to park partly on a narrow gravel path leading to the church?
The OP hasn't come in for any of the usual abuse and aggressive responses that frequent PH, it's all been very civil, we simply cannot agree with their version of events.

At which point is the mower anywhere near the car?:It is clear that the rear of the mower is at about the right level, and the car moves subtly, as you would expect for such a slight damage/contact.
The mower is always to the left of the gravel path so how does it hit the car?
And if, as you say, the rear end of the mower hit the car on the return pass, where are the scratch marks from the mower and why is the dent pushed in the wrong way? (BTW, no way would a glancing blow from the mower put a dent that deep into the door panel - Even from the right direction!).
The fact that Beeby has now deleted the original post speaks volumes to Me - They now know the truth is the mower man could not have caused the damage but want to remove their post in the hope that the council officials won't see it and use it as evidence to refuse the claim the Beeby will now fraudulently make (fair play to the_lone_wolf for sending the council the pictures/videos too so they can have all the relevant evidence).
My monies on this dent being a previous car park dent where no note was left, leaving Beeby to either pay for repairs themselves or put it through their insurance, and Beeby couldn't believe their luck when this mower man passed by the side of their car - Kerrrrrcccchhhiiiiiinnnnnng!!!!! "Free repair!"
Time to book that appointment at SpecSavers Mr GrimNasty!

Did the OP take a picture of his car in situ then move it to a car park to take a picture of the dent? No, he is full of st. The dent happened in the car park he took the picture in. Don't defend people who are committing fraud especially when, if he had got away with it, YOU pay for it!!!!!If you watch the video again carefully, you will see that the mower hits the car after it has turned around and comes back, not on the first pass.

All the video and pictures show is that the OP parks like a ****.
Hmm, the plot thickens...
The second photo, the close up showing the reflection of the photographer, still has the iphone EXIF data embedded
The data shows that the picture was taken at 1830 on 01/06 - some nine hours after the mower "incident"
The embedded GPS coordinates also give us the location of the photo, Church Lane, Titchwell, Norfolk
Google Maps link
Interesting to note that the second photo shows the reflection of what could possibly be a Passat Estate yet there would be no room for another vehicle to park to the left side of the Focus in the location shown in the wider photo
So it would seem that the OP moved the vehicle after the damage was supposedly done, but only a matter of a few metres
Curious...

Be sure to let the council know. Once upon a time I drive that mower for a different council. So I certainly don't want the chap to get in trouble when he's innocent. The second photo, the close up showing the reflection of the photographer, still has the iphone EXIF data embedded

You sure? You did drive it a bit close to his car
Nope definitely didn't hit it with the mower... the large stick on the other hand..You'll notice his foot went to the left pedal which is for lifting the deck up and the clang you hear is the deck hitting the stops as it is lifted to clear a drain or something...but no he didn't hit the car. If he had the scratch would be much lower and generated by the rear mudguard if the angle was enough to lean over and make contact. The 42" deck sits out more than the guard by quite a way and would have hit the car wheels...
