Not so! The evidence can be incorrect, or illegally obtained. Or the subject may have mitigation. Or may wish to invoke Article 6. And the evidence may be rigged, which is worse. It does happen, despite what they say.

Can I just clear up one myth concerning "the clear up rate." Most crimes are classed as "recordable crimes." These include theft, damage, and even more minor offences such as littering. They do not however include speeding. The number of tickets/prosecutions for speeding has no effect on crime figures or detection rates!

Just to clarify; when Police do their files for prosecutions, the are either "Crime" or "Non-Crime." That is not to say speeding isn't a crime, the point is you do not have a criminal record if you get a speeding ticket. You do if you get caught say stealing. Geddit? Out of interest, Drink Driving comes under Crime, and you do get a criminal record, i.e. a CRO (Criminal Record Office) number.
The reason the Police pay attention to speeding is because there are these wonderful things called Government initialives. They include things like reducing the fear of crime, working in partnership with other agencies/communities. They have included for many years reduce road deaths and casualties. This is done through various types of enforcement; including marked patrols, unmarked cars, Vascar/Laser speed traps, use of mobile Gatsos and so on.
So motoring matters don't form part of "Crime" statistics like number of muggings detected, but are obviously looked at closely.

I think Motoring offences per se have been reclassified into a new section created and hereafter known as 'Soft Easy Target' or 'Tax for having the Audacity to own a motor vehicle and yet not be in Govt'
