Just out of interest can mitigation in such cases be something which directly affects you or does it have to concern a 3rd party.
For example, is "I need my licence to get to hospital appointments" just as relevant (and useful) as "I need my licence to take my elderly relative to hospital appointments"?

Fixed that for you. Perhaps the mgistrates will submit elderly reltives in need of hospital treatment to those who think it is OK to drive at 129mph because it is sunny...perhaps not.For example, is "I need my licence to get to hospital appointments" just as relevant (and useful) as "I need my licence to take my elderly relative to hospital appointments...very quickly"?
