M25 cameras - warning from BIB friend

On the new widen M25, between M3 and M4 I can see no cameras in the gantries. The spaces left in the steel work for them are still unoccupied. Mind you I won't test my theory.

There is currently 1 Specs gantry on the bit of road running alongside the clockwise carriageway at jctn 11 (Staines). How does that work then
