In case anyone searches this thread in future and wonders what the outcome was... 6 weeks have now passed and I haven't heard anything more. I think that the above explanation from GPSHead seems the most likely explanation.I predict that you won't hear anything more.

in the very rare event of anyone being dealt with at 45mph in a 40mph limit then that wold be correct yes. It is my understanding that no course will be given outside of 10%+2mph to 10%+9mph in the NDORS system. Have I got that right?
i also know that there is no routine speed camera operations below the ACPO guidance as has been claimed many times. so where do these low level offenders come from?
All DS needs to do is to say what county he has knowledge of who issue courses at 44mph in a 40mph limit and I will find out if that is correct.
you and others can keep saying "oh I have heard from a mate who went on a course that one person on the course had a ticket for 33 in a 30 or 44 in a 40...etc" but it is not supported. I have been on 3 SAC and heard the same claims on all courses and I knew before I arrived at the courses that no ticket was issued in those counties at the speeds claimed...so you figure.
I have checked in other counties when claims have been made on the Internet that low speeds were enforced and in no county have those claimed speeds been enforced. I invite DS to be the first to show I am wrong. I might be, I accept that but I doubt it.
Now what county was it DS?
Original SAC limits were tighter but too much cash left the system to allow it to be self funding. In recent years the ever reducing limits are sure to have boosted income further.
Meanwhile all this diverts us from the core point that numerical speed is at best a minor factor is improving actual safety.
OP if 6wks has past then you can reject any incoming ticket as out of time, unless your vehicle is Company owned, in which case it can take up to 6 months for the notification. There is plenty on here to help you with that legally.

There was an introduction to 10% +9mph but this relates to a '10% and up to +9mph' for course attendance! So that implies that 10% only will see you be sent a ticket, thus adding extra numbers attending their courses, but it can be challenged. When people have a ticket within the 10&+2mph it might be from one of these forces... aiming at greater course attendees (!), so if you challenge the ticket (where they perhaps assumed that you will go to the course) then it ought to be thrown out of Court without question immediately. Certainly some verification of the NIP or Ticket is necessary in seeking any attempt to get it revoked.
A police stop can of course issue a ticket for 31 in a 30 etc....
