Car was taxed but off road and uninsured.I was not told I couldn't do this and got a fine.Is the DVLA not meant to inform you before inforcing a new legislation.

It's been mentioned lots on the news and discussed several times on this site. No they don't have to tell you prior to enforcing legislation.

They informed me in similar circumstances and allowed me a bit of time to declare it SORN.

I probably slipped through the net...hehe

Are you sure it wasn't an officer of the law scouting around and found your car?

I don't remember there being any obligation on them to notify drivers of the new law - they started doing it of their own accord. Starting to fine without warning might be a bit unfair, but it's certainly allowed.

That's right. You must know everything and you are responsible for everything in this regard.

Even DVLA mistakes....

Unfortunately true. The DVLA have NO obligation to inform you that your car needs taxed or sorned. It is your responsibility.
I know this as I've accidently done this before and tried to get out of it.

It ain't like the old days with these computers.

I've got a van that's taxed but not insured on my drive and have not had any letter/fines from the DVLA.

When I sold my last car it was taxed but uninsured from October to February, never got anything

According to some government website:

If your vehicle is:

•taxed and insured – you do not need to do anything until your tax and insurance runs out
•taxed and uninsured - you must insure your vehicle or make a refund application with a SORN declaration to DVLA if your vehicle is off-road
•not taxed and uninsured – you must make a SORN and keep the vehicle off the road
•not taxed and insured – you must make a SORN and keep your vehicle off the road

I doubt if the criminals will know or care, but it seems a PITA for the car enthiusiasts.

You should be expecting one. If a car's taxed it has to be insured, unless it is SORN.

Well, that's the moneyshot, isn't it?!?!! Substitute 'registered keepers' for 'enthusiasts' and nowt changes smile . I mean, imagine putting yer name on a V5C nowadays rolleyes ! More fool us, etc etc...
