What is the the above the speed limit % of fatal accidents ? I keep seeing now the figure of 28% of Fatal's where excessive speed was to blame which as we know is not the same as over the speed limit.

In which case they ought to be concentrating on the causes of the other 2/3 of accidents. Seems to me they've got their priorities wrong!

issue.
'Speeding' is about legal compliance. It can be enforced by speed camera.
Inappropriate speed is about driver judgement. Speed cameras CANNOT affect it.
It takes place entirely WITHIN the speed limit. It is affected by driver skill
(or lack of it).
Paul Smith, founder of the Safe Speed road safety campaign
(www.safespeed.org.uk) said: "There was a very good reason when the forms were
designed to separate speeding (in excess of a speed limit) from inappropriate
speed for the conditions. Adding these figures after the researchers were so
careful to separate them only serves those who wish to mislead and defend
failing policy."
"I am disgusted that DfT lumps these figures together in a further distortion
of road safety truth."
"The truth is that 5% of crashes (and 12% of fatal crashes) involved speeding
vehicles."

So its just over 1 in 10 fatal's are caused by speeding, leaving 9 out of 10 to other causes. Now I wonder how much of the government road safety budget is spent on speeding , 90% to stop 12% .
I find this highlighted comment interesting , it means that even less of a percentage of accidents are CAUSED by exceeding the speed limit.

Exceeding the speed limit should be reported when the driver caused, or contributed to the accident by exceeding the posted speed limit. It should also be reported when the actions of another road user were the immediate cause of the accident but a speeding vehicle also contributed to the collision.

Oh this is just the tip of the iceberg.
Many of those 'exceeding the speed limit' crashes are caused by something completely different. Often the speeding and the crash have a cause in common. Some are stolen cars. Some are roaring drunks. Some are racing on the highway. Some are escaping criminals. Some are idiot boy racers showing off. Some are nutty bikers getting their thrills.
The percentage of 'otherwise responsible' motorists who have a crash while speeding is tiny.
