Even the Cumbria Scammer Callaghan has confirmed that they don't ticket at below limit + 10% + 2mph. i.e. you'll get a ticket at 79 mph, but no less.
If Callaghan runs to this, one can bet every other Cash-Camera Pratnership will.......unless someone knows differently!
If anyone has received an NiP for less than limit + 10% + 2 mph, then 'SafeSpeed Paul' would like to receive a photocopy of the NiP.

As proved by numerous cases of impossibly high speeds attained by milk floats, buses and brick walls.If you were doing 40mph there's no reason you won't get a nip for 110mph -- and the only defence you'll have will be if your vehicle simply was incapable of doing the alleged speed.

Should you receive a NIP then, I suggest you log onto www.pepipoo.com and complete a NIP wizard. Forum membership will guide you through the options available (legally) whereupon you can decide for yourself.

Legislation and case law is evident to many ways the scammers operate and many of those wishing to take the system on can happily go away with no fine and no points with costs thrown in. Can I suggest you check out the Peter Ward thread? We know that the process here has as little to do with Justice as it has to do with road safety, and his is a case where he was forced to plead guilty even though he knew he wasn't because he simply couldn't have afforded to pay the big dosh a loss would have cost him.The New Oxford English Dictionary
These businesses are concerned with collecting cash by fishing amongst motorists driving safely by, catching some actually travelling over the speed limit and others who aren't. Your ONLY defence when charged is if your vehicle isn't capable of the claimed speed.
It's a bit like being up on a rape charge and defending yourself on the "technicality" that you didn't do it, but then having to plead guilty after being found to be in posession of fully functioning genitalia.
