foreign trucks stopping on the hard shoulder - under bridges

sorry if this topic has been previously raised.
just wondered what the penalties were. i regularly see foreign registered trucks pulled up on the m25/m1 hard shoulder under bridges, where the motorway has been widened to 4 lanes and the hard shoulder now goes round the otherside of the bridge support, with the curtains drawn and the driver having a nap.
what's the penalty for them: points, fine, warning etc? just wondered, as it seems maddness that it cost millions of pounds from our taxes to widen the motorways and extend the bridges to accomodate this extra lane which they now use to stop for a convenient nap!

old topic, but the problem seems to be getting worse on the M25 - particularly between Jnct 26 & 28 where the motorway has a lot of the 'underbridge' hard shoulder lanes.
about 10pm last night saw 5 trucks parked one behind the other along the same bit of hard shoulder that goes under one bridge - all foreign trucks.......
I accept there are not enough police to deal with every incident - do the Highways Agency have any powers to move them on?
Perhaps as a start there though be a big sign under each of the bridges where the hard shoulder passes under it saying no parking in about 8 different foreign languages...
