Whhat Conclusions Would You Draw?

I visited a friend last night and ended up in the loft space in their terraced town house.
I noticed a constant humming noise coming from next doors loft, which sounds a little like an air conditioner. Apparently this has been operating rain or shine for the last four weeks, and it is audible from their bedroom too.
Their neighbour in questions house has been bought by a housing association and rented out. When the tenants took posession of the property they spent several weeks worth of weekends banging and hammering and seemingly carrying out a great number of improvements.
People can occasionally be heard in the property, but for the most part you can only hear the humming noise.
Now I know what I think, but I have tried to describe the ciscumstances with as little prejudice as possible.

Bypassing their own smart metter by accessing the service fuse, I suspect.- Check my own electricity meter to see if was either still working or spinning like a devil
- Go round and introduce myself... as in... talk to them...
- If the above fails, call to the housing association and I bed the mods weren't approved.

More of a high pitched whirry-spinny-hum. Theres no detectable smell and compared to the neighbour worries that they had when the house was sold, this actuallt isnt too bad.
My concern would be that the property catches fire, due to Heath Robinson wiring, beyond the more obvious unease at potentially illegal activity being conducted in the neighbouring house.
