Driving without care and attention?

Just driving home at about 20:30ish, not much traffic etc. Driving as normal, avoiding all potholes and bumps. Was tootling along not in a rush doing an indicated 35ish. I noticed a car come up behind me very quick and then sit very close to me. I moved to the left of the road so it had a clear space to overtake and I wasn't impeeding any progress. To my surprise it didn't overtake, but after about 30 seconds blue lights came on.
To cut a long story short, apparently they had followed me for "a good few miles" (the particular road is only 1-2 miles long tops anyway! not that they had been there for the whole time anyway
) and said that my swerving meant I was drunk. I explained to them I was avoiding potholes and bumps that would cause discomfort because of my coilover suspension.
I did a breath test. Obviously passed it. They then claimed my suspension was illegal and unroadworth if I had to "violently swerve" in their words. I told them it wasn't. They then moved on to do a full car check. Everything obviously came back ok. They went over and had words with each other. (2 police) next they said I was driving without care or attention and they were going to report me for the offence. I argued (staying polite but firm) saying that if I was driving without care or attention surely that would be driving over the potholes/bumps etc, and not avoiding them? After more heated discussions they eventually let me on my way.
Very random stop and wasted time on both sides.

"you mean keeping left unless overtaking?"
"Yes you were going in to lane 1 then lane 2 then lane 3 then lane 1..."
"I was keeping to the highway code....I was keeping left unless overtaking sir..."
"Is this your car" blah blah license check, car checks...ended with "In future be more careful"

Why do they let mouth breathers like this on traffic? This is why a lot of people are seeing the Police more as an enemy to be avoided than the helpful force they should be.
Why do we consent to being taxed to pay for this nonsense?The management of the police is not fit for purpose and needs replaced.

They probably thought you were inebriated as their experience would suggest that only such people would be exactly on 30......... 
I got stopped early one morning (2am trip back from a club) because I was "driving suspiciously" - after a chat where it was clear I was not drunk, I thought I'd ask what was suspicious about my driving - sticking to speed limits was the answer.

When there's a fully marked traffic car behind me and it's 1am, what do they expect me to do?
