Huh? Are you sure?! Have you tweaked the settings in the display control panel? What about anisotropic/antialiasing?
My FX5900 is running 1024x768, 32-bit, with 2xAntiAliasing and 1 level of anistropic filtering and most in-game settings have to be set to medium or low; I get about 25-30fps max. It totally sucks.

I seem to remember some people having that problem with GTR if they'd got the demo installed or something strange like that. Not sure how similar the two games are under the hood, but it might be worth removing all traces of the demo and then having another go at installing it. Other than that its probably a driver issue of some sort, make sure you've got the latest drivers for your graphics card and if you've been fiddling with the driver settings make sure they're set back to defaults.
Ok well had a couple more goes this morning before work.
Uninstalled the demo, re-installed direct X 9, re-installed the game. Same problem.
PC is:
Athlon XP3800 64
1GB Ram
2x Geforce 6600GT's in SLI configuration.
Playing non-sli mode causes a dreaded windows blue screen, first one i've seen on this PC. Playing with SLI enabled loads as far as the "checking disk" bit, then all goes black and that's it - hard reboot required.
I'm at work now so can't mess about, will check the forums for advice though.

A: The problem is most likely due to the StarForce copy protection driver and can be fixed by a driver update. You can find the newest version of the StarForce driver here. Unpack the sfdrvup.exe and launch it. Reboot your system when prompted.

You're not short of power then! Have you got the starforce fix? www.gt-legends.com/support_en.php It says it fixes a problem in the demo, but I'd be tempted to give it a go...
Funnily enough when I was trying to look into this earlier, the only thing of interest that came up was starforce. Never got as far as looking into it more though, had to down tools and come to work.
