I don't think it's possible to justify the driving in the video and it's dangerous in many ways. My guess is the Golf driver was frustrated at how early the camera car pulled out to overtake but that's no justification for their actions.

To be honest it's not exactly rare to see that kind of driving on the A90. I used to live near Newcastle and first thing I noticed when I moved up to Aberdeen was how impatient and aggressive nearly everybody is on the roads up here. Oh and no matter how fast you're going there's always someone right on your bumper wanting passed.
It kept my dad in work (firefighter). This particular incident happened near where I grew up and perhaps it's not the case now but there have been so many horrific accidents around that area.
