400se front tie bar

I've just rebushed the front suspension and now need to put it back together.
what exactly does the front tie bar adjust ??
there's a lot of adjustment possible by doing the nuts up.
any thoughts on how to set it up ???

nice idea, but I've taken both sides off !!!!
are the tie bars there just to get the distance between the front and rear wheels the same ??
I guess I can measure both sides and get them equal.
The question is, should the tie bars be under tension with the cars weight on its wheels.
