You could have them fitted solely for private use on a private land and be within the law, but to then "have them" in the car when out in public "could" be construed as you having them unlawfully, even if they are turned off, as they would be technically operational and so still technically "connected and fully functional". There are a whole load of offences it "could" be depending on what is visible, what is connected and what side plod got out of bed that morning. Popular ones that spring ot mind are unauthorised use of a warning beacon, showing other than prescribed light to the front, or if plod was having a REALLY bad day, why not just arrest yo uon suspicion of impersonating a police officer?
