Caution on A287: Loose chippings

Had a nasty surprise last night on the A287 between the A30 and the M3. Nice long straight bit, so I accellerated, ahem, fairly rapidly, then the car started feeling really horrible. I realised there was a fair bit of dust in the air, so I figured it was mud on the road.
Then I noticed the miniscule "danger, loose chippings 20mph" signs. They only started *after* you were well into the affected area. Not a pleasent surprise I can tell you. I was lucky to get away with it I reckon, so please be careful if you're down that way.

Can someone explain why they can't either put a decent surface down or sweep up the loose chippings???
Farnborough has been quite nasty for a few weeks - one morning they had a road sweeper out, but from the rally-style sound effects at 5mph ever since it was a waste of time. When I want the chassis shot blasted I'll arrange it myself!
