Okay so the correct answer is:-
Silverstone GP
Both cars in their optimal set up with the same driver and identical conditions.
The Speed 12 wins by about 5 seconds.
My concern was that the traction issues with the 12 would put it behind the T400R but with modern tyres have solved a lot of this. The 12 also has better areo.

I would have to say that new tyres have indeed solved these issues (I realised this when I learnt that the Veyron has over 800bhp of it's 1000+ going through the rear wheels). However, the 12 is a pig to steer, and I do know the drag coefficient of the T400R is very good. Having said this I don't know what the drag coefficient on the 12 is, anyone know?Silverstone GP

Don’t forget the modern tires would also help significantly with the 12’s overall handling, not just the bit about getting the power down.
I don’t know if the 12 ever made it closer to a wind tunnel than one of the mechanics sneezing in front of it, but don’t confuse drag with overall aero performance.
